"Cowboy" is a derogatory term used by people non-tactical intelligence roles to describe "Operators" who actually get face-to-face with targets.
For instance, one might spend a year quietly tracing a group or high ranking individual... figuring out their security protocals and comprimising their communications. One day you start getting great intel that you are passing up the line... and BAM!!! Sergeant Snuffy's Kill Team of Silent Death raids the place, pulls out three live prisoners and some info, and burns everything else. The next day you are relegated to doing scutwork for everyone else and making coffee because your project is now a smoking crater.
"Fucking cowboys" snarls the pasty intel geek, then empties out the coffee filter.
When I heard you use the word "Cowboys" I thought you had been there and done that. "Angel" sounded like a term a pasty geekboy might use self-referentially as a contrast to "Cowboys." To tell the truth I rather liked it... those who are ever present, silently and invisibly observing, sometimes intervening subtly but usually merely representing and reporting to a higher power.
Needless to say, as I suggested earlier, I would have preferred to be a cowboy. Sour grapes I guess.
