Really? In England, you would simply know a whole load of the people that would hang around a certain place ("Hey, is Stig around?"), so you're always with other likeminded people. It's difficult to get into those kinds of groups, but it can pay off (it's fairly like image boards reputation wise).
If you dress appropriately it's fairly easy to just turn up at certain places, and end up at parties within the hour.
Not all of the common subsets of teens have these kinds of arrangements, but certainly the kind of groups that one would expect Cracky Chan to belong to (or her friends) would.
