There's only one reason a rational person would want to adopt her. It's obvious she's been sexually active, and inevitable she's received the traumatizing brainwashing that happens when that's discovered. She was told over and over how horrible and dirty she should feel about it. She's been told over and over how she must report any such behavior immediately. Not only will she react with the expected (learned) horror and disgust at any sexual behavior but it would be ridiculous to expect her not to tell the agency about it.

Any pedo who wants to adopt her for sex has the brain of an acorn.

The only rational reason to adopt her is to take care of her and raise her as a child.
