Then why are there fish that jump on his boat to seek refuge? I think it's pretty clear the fish try to get under his protection to escape the crumbling cathedral (institutionalised religion). Notice the choice of animal too: they're fish. They can't swim while outside the water, so they just lie in the boat getting passively carried away.
