I think it was old in that picture because she is fairly wealthy, and the non-electric mirror was only common in older cars. (that were expensive when purchased) The car can be old, cheap, or both but I think cheap is unlikely.

No exif. The image quality makes it hard to judge but the heavy eyebrows and large cheekbones make it pretty unlikely to be her. I would believe it if someone said it's a close relative.
